Do not hang renv activation script if communication with the repository does not work

Today when I started the R session it hung and I wondered what was going on. After trying a few things, I realized that p3m was not working properly and I could not install the package using pak, etc.
I solved the problem by deleting all renv-related files and installing the package from the CRAN 0-cloud mirror using pak.

Perhaps the current script does not have some kind of communication timeout with the repository, which is not very ideal since the R session cannot be started unless it is prevented from reading the Rprofile.
