Documentation (developer): Add guidelines for testing API-related changes #6568

The developer documentation has information on the REST API: https://rucio.cern.ch/documentation/developer/rest_api_doc/ and overall contributing: https://rucio.cern.ch/documentation/contributing, but there are no guidelines on how API changes could be tested. It might be a good idea to add these somewhere to make it easier for new contributors to test their API changes.
