Parallel application, dependencies, and execution groups don't seem to behave in the way I would expect.

I have the following repo level Atlantis.yaml:

Which defines two projects. One depends on the other. And they are in different execution order groups. When I run atlantis apply though, rds-workloads-staging-us-east-1 is successfully applied, but workloads-staging-us-east-1 fails with the following error:

Apply Failed: Can't apply your project unless you apply its dependencies: [rds-workloads-staging-us-east-1]

This is with Atlantis v0.27.1 and with parallel application and plans enabled, with a parallel pool of size 5.

Am I missing something here? I would have anticipated both projects deploying successfully, one after the other, since the global atlantis apply specified both projects.
