Describe the user story
execution_order_group enforces a defined progression for both plan and apply operations. While this is critical for failing on apply errors in an environment-progressive deployment during apply, it is not always needed for plans. In setups which have a lot of different execution order groups, plans may end up taking quite some time.

Describe the solution you'd like
Specific workflow steps should be able to be configure to adhere to or opt out of respecting the execution_order_group parameter on projects.
