Motivation

The pull request #3745 has stabilized the File System APIs, eliminating the need for web_sys_unstable_apis. This update paves the way for downstream projects to develop features such as those discussed in apache/opendal#2442.

Proposed Solution

Bump a new version of web-sys to current changes in the main branch.

Additional Context

The last release of web-sys is 0.3.66 at 2023-11-28.
