Description of the issue

The "Saved Changes" popup message is appearing without saving the country details in Tax Classes.

Steps to reproduce the problem

1. Launch Saleor Dashboard
2. Go to configuration -> Taxes-> Countries
3. Click Add Country->Select Country
4. Click Add button
5. Click Save
6. The "Saved Changes" popup message will appear without saving the country details in Tax Classes.

What did you expect to happen?

"Saved Changes" popup message should not appear without saving the country details in Tax Classes.
