概要
Release DrafterがPull Requestが更新されたときに、draftを生成してしまいmergeされていないPRの更新で
上書きされてしまう。

再現手順
Release Drafterが設定されているリポジトリでPRをなげる。

修正しないとどう困るか
Draftの更新がおもわぬところで発生する。

修正案
Release Drafterのoptionにdisable-releaserがあるので設定
