Issue #3891 described a defect where streams returned by javalib Files#list were not lazy.
PR #3897 addressed the problem for non-Windows (unix-like) systems.

Lack of skill kept the problem from being addressed on Windows.
This Issue is a placeholder and enticement for someone who has the
skill to complete the fix.
