The toctree is not formed

The toctree is not formed if you attache the theme from local files. "conf.py":

html_theme = 'sphinx_press_theme'
html_theme_path = ['_themes', ]
html_sidebars = {'**': ['util/searchbox.html', 'util/sidetoc.html']}

"toctree_data" variable is empty in "util/sidetoc.html".
