doc: update deploy tutorial after next release

The deploy tutorial explicitly references the "latest release". New features in the unreleased version should not be be reflected in the tutorial before a release.
Once we've published a release that includes #4489, these updates can be applied to the tutorial:

• update the topology.json files:
  • replace public with local
  • omit the host in local (e.g. "local": ":50014")
  • replace IP addresses with hostnames (10.0.0.x -> scion0x)
• update instructions:
  • remove the sed 's/10.0.0.1/YOUR_SCION01_IP/g' block
