It conflicted with secretlint, but we need to think about secret config file.

We need to think about uncommitable(secret) config file.

For example, user want to set NG word in .secretlintrc.
But, .secretlintrc is public.

UseCase

you want to check your telphone number in your code and you not want to expose telhone number as public.
