Once we get the actual format approved, the location of where the file is published in such scenarios can be addressed as a follow-up effort

Maybe also worth noting that some developers have started referencing their security.txt files in their Docker images too:

$ docker inspect --format={{.Config.Labels}} atlassian/bitbucket-server
