Clarification and motivation

The current stack setup can be updated to use the most recent GHC LTS which, by the time of writing this, is 9.2.8.

As noted in this PRs comment thread, it may require some small code changes.

Acceptance criteria

The stack setup has been updated with the most recent GHC LTS and necessary code changes have been applied.
