Configure API Gateway custom access logging #166

It would be great if API Gateway custom access logging could be configured using this plugin. CloudFormation already has support for this (https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-properties-apigateway-stage-accesslogsetting.html). Both log format and CloudWatch log group ARN should be user configurable.
