AWS Lambda with http api gateway always return forbidden in China

Issue description

I deployed a simple function as follow

Hello @goforu - I believe it's not legal to offer public API endpoints without a licence in China AWS regions - please see the details on this here https://docs.amazonaws.cn/en_us/aws/latest/userguide/aws-ug.pdf in the section about API Gateway (page 14). I'm going to move this to discussions as it doesn't seem to be a bug with the framework

Thanks for your detailed guide. I called the AWS agent in China about how to get the License. She insists I should apply with a public ip server which is hosting my website. Since the url generated by Lambda Function are not depended on a certain sever, I have no idea why I should buy a useless sever. Is there somebody ever get into this? Pls help...
