Is your feature request related to a problem? Please describe.

Performance impact. Since for LL-HLS the manifest is updated for each part and due to shaka architecture it updates all the bitrates (not just the playing one) it create a large number of manifest requests to the server

Describe the solution you'd like

Only download the bitrate that is being played.
