Support non-root configuration location

It's nice not to force everyone to add yet another file/dotfile to the root of their repo. Let's look first in ./ but if not found then "find" it anywhere in the repo. If more than one exists then we use the first. e.g. it would be good to locate the file in config/lint-condo.yml

Users are also free to map this configuration file from wherever they want, using docker volumes.
