Command Line Tools Build/EnsureBuilt

Replace build() with ensureBuilt() in the command line tools Pokemon Showdown file. It does the exact same thing and fixes subprocess packages that break from the running build multiple times, like python's subprocess. This is also my first github thingy so no judgy lol
