[REQUEST] Implement watchlist #1140

Is your feature request related to a problem? Please describe.
It seems watchlist does not work when using Soketi.

More specifically,

pusher.signin();

const watchlistEventHandler = (event) => {
    // event.user_ids
    // event.name
};
pusher.user.watchlist.bind('online', watchlistEventHandler);
pusher.user.watchlist.bind('offline', watchlistEventHandler);

does not work.

Describe the solution you'd like
Implement watchlist events as it exists in Pusher.
