Svelte: Migrate telemetry service to v2 events

In this PR #62190, we added basic telemetry events using telemetry service V1, which was outdated already. In this issue, we should

• Migrate to (or at least add) telemetry v2 events to the code base
• Review and migrate our amplitude dashboard to new v2 events.

Also note that some of search events like code intel telemetry events are used on the backend for backend telemetry, we also need to make sure that they are properly migrated.
