获取常量路由数据或用户路由数据接口报错

期望的结果是什么？

获取常量路由数据报错情况下使用本地的常量路由数据
用户路由数据接口报错情况下退出用户返回到登录页

实际的结果是什么？

页面卡住，接口陷入死循环
