As seen in spdx/license-list-XML#1414, license namespace requests produce GitHub issues which are indistinguishable from those made by normal license requests.
The generated GitHub issues should specify that the request is for a license namespace; for instance, the issue title:
New license request: ae [SPDX-Online-Tools]
could become:
New license namespace request: ae [SPDX-Online-Tools]

@BanulaKumarage - given we aren't using this tool b/c we never implemented this option in the SPDX spec, I'm not sure this is worth your time to work on at this point.
