4.5.0 release plan

Hi maintainers,

About 2months has passed since the last stable release. Based on our release cycle, I'll ship a new package 4.5.0 this weekend. Do you have any concerns?

@tk0miya, I guess you are about to close 4.x for release. Just so I know when to start rebasing onto maste instead, do you know when you will start the release process?

Now I'm checking remaining issues and PRs that are need to treat until 4.5.0 release. I guess it will take at least a hour.
