4.2.0 release plan

Hi maintainers,

About 2months has passed since the last stable release. Based on our release cycle, I'll ship a new package 4.2.0 this weekend. Do you have any concerns?

Basically no concerns from my side. Though if you happen to have time to review #9459 it would be great to get it merged for 4.2 to progress in the whole endeavour of intersphinx improvements.

@jakobandersen Thank you for your comment. But I couldn't take a time to review and discuss #9459. So I postponed it to 4.3.0, sorry.
