Halyard: config provider docker-registry enable fails when configured to interact with DockerHub #6937

Issue Summary:

If DockerHub has been added as a registry, when hal config provider docker-registry enable is executed it will fail as it cannot log into the repository.

Cloud Provider(s):

docker-registry

Environment:

Spinnaker: v1.33
Halyard: 1.63.0

Kubernetes: v1.29
Deployed in AWS EKS using Helm

Feature Area:

Halyard

Description:

This is the same issue as #6922 however the fix does not appear to have been backported to Halyard (unless it has not been released yet?)

Steps to Reproduce:

Run hal config provider docker-registry enable with Halyard v1.63.0 when DockerHub has previously been configured

Additional Details:

We are also seeing occasional failures for AWS ECR with the same error message in the Clouddriver logs
