Application cache API

For platform that are not compatible with service workers (IE, Edge, Safari, Safari mobile), application manifest and application cache API is still available allowing to create offline apps on these browsers. The current MDG's package appcache could then be triggered for these platforms avoiding deprecation warnings for more modern browsers while still providing offline experience for the others.
