Related to #1693.

Homeroom is inferred from the import, but we explicitly import Section data that describes this more accurately and includes rosters for other classes (eg, art, social studies), particularly for middle school.

I think we can remove Homeroom altogether and migrate to using Sections for rosters and authorization K-8.

Actually this raises the barrier to entry; we'd have to look at cost to import this more widely first.
