I think it would be a cool optional idea to be able to create blocks without any content types.
Reason: There are content elements that I want to be able to maintain and move within the blocks.
e.g. an optional "break line" . I think it would be cool if you could create an empty placeholder block for this

Agreed. We also now come across a use case for that. It's basically a segement that should be the same on every page and instead of having a snippet for it which renders HTML configured in Sulu we now have it as a non-configurable block.
