fix: add missing modernAst in validate_component_options

PR #11191 introduced a feature - modernAst instead of modern.
Following the interface of CompileOptions:

modernAst?: boolean;

Also, added missing modernAst in validate_component_options, which broke the test parse-modern.

Svelte 5 rewrite

Please note that the Svelte codebase is currently being rewritten for Svelte 5. Changes should target Svelte 5, which lives on the default branch (main).
