From Dmitry's request:

Just like we add noindex headers to TSF's optimized sitemap, we should add that to the Core sitemap.

However, this isn't possible currently (at least, not without running a lot of duplicated tests). We await progress via https://core.trac.wordpress.org/ticket/60552.
