/kind bug

What steps did you take and what happened:
A HetznerBareMetalHost that is not yet provisioned has a condition that is marked false. This condition stays on the HetznerBareMetalHost if the provisioning is interrupted and the HetznerBareMetalHost gets into the phase "deprovisioning".

What did you expect to happen:
The condition should be removed or adapted to something that is up to date.
