Why is it worth to add this package?

While there is an iperf3 package available, but Microsoft advised against using it on Windows machines. So to benchmark with Windows machines, iperf2 should be used. Additionally, iperf3 also lacks some features that iperf2 provides.

Packaging policy acknowledgement
