Refactor SVM Classifier to scikit-learn Implementation

Currently, the code is using an older svm implementation found here:

https://www.csie.ntu.edu.tw/~cjlin/libsvm/

The intent of this issue to change this to scikit-learn. The reason being is that we could then easily swap other scikit-learn classifiers as the data demands it.
