Move documentation to GitHub

Currently, the documentation is hosted here:

http://users.cecs.anu.edu.au/~Peter.Christen/Febrl/febrl-0.3/febrldoc-0.3/

This a university-hosted website and cannot be updated. For this project to be maintained long-term, the documentation will need to be also. So the intent of this issue to move all documentation to GitHub.
