[Feature]: RLS for hypertables with compression #6827

What problem does the new feature solve?

Currently these two cannot be mixed, you get an explicit error when enabling one or the other (“cannot enable RLS on hypertables using compression”).

What does the feature do?

It would allow mixing compression and ROS
