[Steering Committee] Archive Deprecated Resolution Process in the Governance Repository

The resolution process that was followed in the early years of TODO is no longer in use by the Steering Committee and the community. The current method for filing community proposals and approving them (e.g., creation of Working Groups, OSPO local meetups, regional chapters, Special Interest Groups, etc.) is conducted through GH Discussions located in the OSPOlogy repo. This approach ensures the community stays informed about any updates. Additionally, in this forum, the community publishes discussions related to OSPO and monthly meeting reports. Action Items

• SC to decide the best way to archive the old resolution process (folder in the governance repo)
• PM to implement the selected method
