Make instances automatically available for Tuples

In #1967 we moved automatic derivation behind imports e.g. import doobie.implicits.* but as a collateral this also means Read/Write tuple instances are not available automatically which can make small queries with adhoc tuple return types inconvenient.
We should aim to make tuple instances available by default.
