v4.8.0+build_129

Issue description

Content author instead of revision author is mentionned, and any change triggers the notification. It should be only on content edit and mention revision author

How to reproduce

  1. With video_alert plugin enabled
  2. Create an invalid content
  3. change it's status to validated (or anything else)
  4. change it back to open
  5. an additional alert should appear
