Reinstate curated list of InnerSourced and shared projects on Dev Guidelines website #246

With the move of Engineering@Trimble into Charlie we have lost the information identifying published InnerSourced projects which was on the original InnerSource page. I have had several people asking about this recently so I think it is important that we make this available again.

We could add this back into Charlie in the Engineering pages, however I don't think this is very discoverable anymore and the amount of information about InnerSource has been vastly reduced. So the other suggestion I have would be to move it to devguide alongside the rest of the InnerSource documentation

The page itself is just a Google Sheet right now (we can look at alternatives later) - it should be possible to include the sheet in a page using a Hugo shortcode - see here for some details on how this might be achieved.

Also open to other suggestions if anyone has any.

What about making it markdown based and coming up with inner source guidelines that involve making a PR to the dev guidelines for all inner source projects?

Also wonder if we should consider a different home for this than the dev guide (though a link from the dev guide would make sense).

Agree with Matthew that we should have list of innersourced (and open-source!) projects and agree with Jeff that the devguide isn't really the right place for it - though adding a link to wherever it does go would be a good idea.

I do really like the idea of building a nice new home for https://opensource.trimble.com and would like to work on that but I'd need help from multiple people to realize that project.
