npm run build-packages fails. error TS5083: Cannot read file .../tutanota/packages/*/tsconfig.json

Describe the bug
When trying to build it fails after a few seconds, this is the log:

All tsconfig.json files should be readable, didn't change anything permission wise.

To Reproduce
Steps to reproduce the behavior:

1. Clone latest master branch'
2. Follow the steps in doc/BUILDING.md

Desktop (please complete the following information):

• OS: Windows 11

PowerShell doesn't do globs, that's why it fails.
Please either do node make for the debug build or change it manually to the alternative that works with PS.

Ok so node make replaces the npm run build-packages step?

After doing so, when trying to build the android app the > Task :app:buildCMakeDebug[x86_64] FAILED step fails (also for arm64-v8a, armeabi-v7a and x86):

I followed the readme step by step. It can't be, that its impossible to build it on windows.
