[docs] Document BootstrapVue being outdated

BootstrapVue has Vue 3 compatibility. https://bootstrap-vue.org/vue3
And I am working on porting over Vue 3 and Bootstrap v5 compatibility which will soon be moved to an official bootstrap-vue organization repo
