Restructure keys in language files

Language files 'en.json' and 'ru.json' are organised as map, but contain a lot of keys without hierarchy. It will be useful if we make hierarchy after pages and locality of texts and headers. For example, all keys corresponding to the top menu items should be placed in 'top_menu' submap.
