Unable to apply configuration from another non-root directory (i.e. in a monorepo)

Describe the bug

In a pnpm monerepo, using a config in a different workspace (i.e. not in a root directory) doesn't apply the configuration to the build task.

Reproduction

I've written an illustration of this (and another issue, yet to be raised) in https://github.com/scruffymongrel/uno-monorepo-config-repro. That repo also describes how making a single change to @unocss/config fixes the issue for my use case.

node v21.6.1, pnpm 8.15.1, on macOS 14.4.1
