I'm clearing this off this milestone as this bug is hard to fix. It's a known bug with Google maps v2 android -- https://code.google.com/p/gmaps-api-issues/issues/detail?id=4639 -- I have tried most of the workaround on stackoverflow but none worked. Keeping this as known issue that would be solved in the future.

This is no longer an issue and should be closed. The scrolling works properly now. This is likely a result of the updated maps api that is being used.
