Summary

Originally addressed by @anselmbradford in #5782 in this thread

Revisit config structures and consider restructuring for consistency.

Problem statement

Our stylelint config is currently a hidden json file while others are *.config.js files. Additionally, if we update to ESLint v9.0.0, we'll need to follow their new flat file configuration

Proposed solution

Standardize configs to follow *.config.js structure
