webpack dev server for faster client-side compilation

In #68, everything was simplified and things not 100% necessary were dropped, e.g., webpack dev server which hasn't been used frequently. After that change, client-side assets are rebuilt using the full webpack every time which is quite slow. We could possibly re-introduce webpack dev server in the future if we find the workflow too unpleasant.
