Please be specific when describing the issue. Also, these details will help:

Trying to activate the VersionPress but getting this error:

Access rules can be installed
VersionPress automatically tries to secure certain locations, like wp-content/vpdb. You either don't have a supported web server or rules cannot be enforced. Learn more.

and I tried all possible ideas and no luck.

VersionPress version: 4.0-beta2
WordPress version: 5.3
OS, webserver, PHP: Debian 9 Google Cloud Platform, Apache2, PHP 7.0.33
Git version: 2.11.0
