Ubuntu 20.04 used in vHive CloudLab profile is outdated and unsupported: currently we need to disable certain tests in scope of #703, because the skopeo package is not available in this distribution — consider updating the image to Ubuntu 22.

Drop local registry tests from CRI tests

Current vHive CloudLab profile uses Ubuntu 20.04 image, which does not have
the skopeo package which is needed to pull image for local registry tests —
temporarily disable these tests until vhive-serverless#709 is not resolved.

Closes vhive-serverless#703
