Add a .node-version file and configure actions to use it. Netlify will also use this to control the node version there.
Why is this Pull Request needed?
Get Netlify also using the same node version as actions.
Will unblock #5115 because the issue only happens on newer node. Got a potential workaround to get that working on newer node in a future pr
