Add release workflow in CI

Clear and concise description of the problem

Making releases from the local environment is dangerous because it's ease to forget something (for example, installing new dependencies before building).

It would also be good if we run the build in the same environment that we run our tests in, so there are no subtle differences.

Suggested solution

Create a workflow for releasing new versions.
